James Dignan
President & CEO

As the President & CEO, James oversees the operational functions for the organization and initiates, leads and facilitates the overall strategic plan of economic development and member services issues and promotes and enhances the Chamber’s image throughout the service region.

As commander of the 910th Airlift Wing at the Youngstown Air Reserve Station from March 2013 to October 2016, James Dignan oversaw 16 units with more than 1,300 personnel; led operations and maintenance, providing support for nearly 2,000 assigned Air Force, Navy and Marine Reservists; and was the civilian leader for more than 400 Air Reserve Technician and civil service employees.
He served on the Regional Chamber’s Board of Directors in 2015 and 2016 and was instrumental in the creation of its Eastern Ohio Military Affairs Commission.

Sarah A. Boyarko
Senior Vice President, Economic Development

Sarah Boyarko has been employed by the Regional Chamber since October 2006 and has served as Senior Vice President of Economic Development since December 2015.  In this role, Boyarko oversees the daily activities of the Economic Development and Government Affairs divisions and ensures that the public and business community are aware of the many economic development services provided by the Regional Chamber. Under her direction, the Chamber’s economic development staff has managed a variety of projects, resulting in more than $2 billion of investment and the creation of 3,260 new jobs throughout Mahoning and Trumbull counties.

Boyarko also represents the Regional Chamber as a Northeast Ohio Area Director and Board Member of the Ohio Economic Development Association and is part of the Marketing Committee of the Northeast Ohio Trade and Economic Consortium and the JobsOhio Network Business Retention & Expansion Working Group.

The 2009 graduate of Leadership Mahoning Valley and 2009 Mahoning Valley Young Professionals 40 Under 40 Award nominee earned her Bachelor’s and Master’s of Science degrees from Youngstown State University.

Kim Calvert
Vice President, Marketing & Special Events

Kim Calvert has been the vice president of Marketing & Special Events at the Regional Chamber since 2008 but began working at the organization in 2001 as a communications specialist. She was promoted in 2004 to marketing & communications manager and again in 2006 to vice president of Marketing & Communications.

Calvert is responsible for all of the organization’s internal and external marketing and communications strategies and oversees production of the Chamber’s Valley Business Magazine, Take 5 video broadcast, all printed and electronic material, advertising efforts and website. She also manages the Events division, guiding the direction of the organization’s nearly 100 annual events—ranging from community update breakfasts and networking events, to signature events like the Athena Award Dinner and Annual Meeting—and serves as the Chamber’s liaison to local and national media.

Prior to joining the Chamber, Calvert was the communications and marketing specialist at the former Phar-Mor Corporation in Youngstown and had also been a staff writer/reporter at the Salem News in Salem, Ohio. She earned her Bachelor of Arts degree in Professional Writing and Editing and Master of Business Administration degree, both from Youngstown State University.

Guy Coviello
Guy Coviello
Vice President, Government Affairs

Guy Coviello joined the Regional Chamber in September 2014 as vice president of Government Affairs and advocates at federal, state and local levels for issues that are important to the Valley’s business community. He also promotes Chamber initiatives and advises Chamber members on government and legislative issues that affect their companies.

Coviello works closely with the Chamber’s Grow Mahoning Valley Council, which has secured hundreds of millions of dollars in highway infrastructure projects that improve economic development in the Valley. He also works closely with the Chamber’s Government Affairs Council to set the organization’s public policy agenda. In 2016, Coviello spearheaded Victory for the Valley, a $400,000 initiative that resulted in the community’s first-ever site selector familiarization tour for economic development, a marketing campaign that produced hundreds of thousands of dollars worth of earned media and important public policy discussions with state and federal leaders.

Prior to joining the Chamber, Coviello was editor at The Tribune Chronicle, where he worked for nearly 30 years in numerous positions. He served as a program director for the Paris-based World Association of Newspapers and co-founded the Youth Editors Association of America.
Coviello received his Bachelor of Arts degree in English from Youngstown State University.

Rachel Flickinger
Vice President, Sales & Services

Rachel Flickinger joined the organization as vice president of Sales & Service in September 2015.  She is responsible for the overall management and direction of the Sales and Services department, including membership development, retention, benefit programs and engagement, Chamber outreach and the Mahoning Valley Safety Council and Leadership Mahoning Valley programs.

Flickinger spent the last 15 years working in the telecommunications industry, most recently as the contact center manager/partnership services manager for Summit Advantage in Akron, a business process outsourcing (BPO) company, where she launched the company’s first outbound contact center, oversaw both inbound and outbound operations for all of Summit and received the company’s first Leadership Recognition award.  Prior to working at Summit Advantage, Flickinger held various leadership positions at InfoCision, the second-largest privately held teleservices company in the nation. She received numerous awards for team development and performance over the years, contributed to the success of her division’s breaking sales records and ranked the #1 Call Center Manager in 2012.

The Salem resident earned her Bachelor of Science degree in Long Term Health Care Administration from Ohio University, where she also minored in Business Administration.

Angela Neely
Chief Financial Officer

Angela Neely became part of the Regional Chamber in 2012 and as the CFO is responsible for the generation of accurate, timely and meaningful financial reports that enable the Chamber’s management and Board of Directors to efficiently and effectively react to changing economic conditions.

Before joining the Chamber, Neely was the accounting manager and CFO for the Youngstown Area Jewish Federation. She earned her Bachelor of Arts degree in Accounting from Westminster College in New Wilmington, Pa., and her Master of Business Administration from Murray State University in Murray, Ky.

Thomas M. Humphries
President & CEO - Emeritus

Tom Humphries recently retired from the Regional Chamber as President & CEO after 20 years serving in that position. 

Tom will continue to be active in the Chamber, working on behalf of the Chamber Foundation and Warren Trumbull County Community Improvement Corp., and remain the President of the Youngstown Central Area Community Improvement Corp.

Humphries is a member of the Ohio Board of Regents and Chemical Bank Mahoning Valley Advisory Committee. 

The Youngstown State University graduate, who also received his certificate in Executive Management from Duke University, is also a Veteran of the United States Air Force.
